@Johannes: About your question. If we add the missing characters at the front, it seems that the whole heading is centered, therefore, in my opinion, there is nothing missing at the end of the inscription.

קפת (קופת) ארץ ישראל
It is written above a “charity box”.
Johannes, you can elaborate on the Israel charities at the different congregations.
Does it make sense?
